Ukrainian President Volodymyr Zelenskyy has announced an extraordinary meeting of the National Security and Defense Council (NSDC) dedicated to the critical situation regarding road safety. The head of state's initiative comes against the backdrop of a high-profile traffic accident in Kyiv, which has attracted public attention and prompted calls for radical legislative changes.
A severe accident in central Kyiv served as the trigger
The immediate cause for the President's address on the issue was an incident that occurred in Kyiv at the end of August 2026. Around 11:30, a collision between two BMW cars took place on Bolshaya Vasilkovskaya Street. According to preliminary data, the driver of a BMW X3 SUV, exiting a secondary road, ignored the "Yield" and "Turn Right" signs, leading to a head-on collision with a BMW X7. The impact caused one of the vehicles to lose control, fly onto the territory of a restaurant's summer terrace, and roll over.
The situation is exacerbated by reports that a criminal authority, Kirill Ostrovsky, was behind the wheel of one of the cars. In his comment, Zelenskyy emphasized that this was a "completely inadequate case," and the driver, in his opinion, "should have lost the right to be a driver a long time ago".

In a conversation with the new NSDC Secretary, Ihor Klymenko, the President outlined a clear agenda. In the near future, a meeting is planned to discuss not "cosmetic changes," but effective steps to tighten liability. Special emphasis will be placed on systematic violators who, according to Zelenskyy, "despise life".
The President also drew attention to the public resonance, noting the existence of petitions on this issue. In particular, he mentioned the appeal of Alexey Glushich — the father of a 12-year-old boy who died in a traffic accident. This highlights that the issue of road safety has ceased to be purely administrative and has become a matter of public safety and the state's moral responsibility.

A key role in implementing these plans will be played by the new NSDC Secretary, Ihor Klymenko. Zelenskyy expects that Klymenko will involve parliamentarians, public organizations, and relevant state institutions in the work on amendments.
