A large-scale corruption scheme operating between 2022 and 2024 has been exposed in the Zakarpattia region. As part of the program 'The Other Side of TCC and MEB', law enforcement authorities established that a conveyor-belt system for the illegal removal of military personnel from the registry had been set up at the Mukachevo District Territorial Center for Mobilization and Social Protection (RTCC and SP). This was reported by RBK-Ukraine, citing a statement by Ukraine's General Prosecutor, Ruslan Kравченко.

Mechanism of Illegal Write-Offs

According to the investigation, the scheme was initiated by the then-head of the Mukachevo RTCC and SP and his subordinate, who oversaw military registration and exemption issues. The mechanism was refined to the point of automation: false information was intentionally entered into military, medical, and other service documents. Based on these falsifications, men were declared unfit for military service without legal grounds and removed from the registry.

In total, preliminary estimates indicate that at least 1,577 individuals were illegally removed from the registry of military personnel. The vast majority of them — 1,142 citizens — were written off allegedly due to health conditions. The investigation is checking whether some of these individuals left Ukraine after obtaining fake documents.

Destruction of Evidence and Data Recovery

When the scheme faced the threat of exposure, the participants attempted to hide the evidence. In August 2024, according to the investigation, the head of the RTCC issued a fake act of seizure and destroyed certificates, decisions of military-medical commissions (MEB), and other medical documentation. Notably, under the law, such documents must be stored for 75 years.

However, investigators managed to reconstruct the picture of what happened. Using data from the National Health Service of Ukraine (NHSU), witness testimonies, expert results, and other materials, law enforcement officials identified the falsifications. As of August 7, 2026, 120 individuals have already been restored to military registration, and the verification of other participants is ongoing.

Investigation and Detentions

During the investigation, law enforcement conducted 17 searches at the premises of current and former employees of the Mukachevo RTCC and SP, as well as members of the MEB and other participants. Two former officials have already been notified of suspicion of obstructing the lawful activities of the Armed Forces of Ukraine during the special period. Prosecutors are insisting on the selection of a preventive measure in the form of detention without the right to release on bail.

Contradictory Data

While the General Prosecutor's Office cites specific figures (1,577 written off, 1,142 for health reasons), there are nuances in assessing the completeness of the picture. The investigation continues to establish the role of individual MEB members and other possible participants in the scheme. It is not excluded that the final number of illegally written-off citizens may be revised upwards as expert examinations and NHSU data analysis are completed. Furthermore, the exact status of those who left Ukraine requires additional verification through border services.
