According to industry participants, Ukraine’s gambling market remains relatively young. On the one hand, this limits accumulated practice, but on the other hand, it provides an opportunity to build approaches to responsible gaming based on proven solutions from other countries. This is precisely the logic demonstrated by All City Games LLC, operating under the Slot City brand: the company simultaneously supports public research and develops its own educational project. RBC-Ukraine reports on these responsible gaming initiatives, citing a publication by NV.
Research across 30 countries: From overview to detailed model analysis
As part of its systematic work on a culture of responsible gaming, Slot City supports the initiative of the public union «Responsible Gaming Center», which consolidates global experience in regulation and self-control within the gaming industry. The first phase of the research covered over 30 countries. In the second phase, researchers analyzed the models of 12 of them in detail, highlighting key practices that have already proven effective in various jurisdictions. According to Pavlo Chyklyktchy, owner of All City Games LLC, IT investor and entrepreneur, the experience of countries that have walked this path earlier is especially valuable for the Ukrainian market: «The legal gambling market in Ukraine is still quite young. We have a rare opportunity to adopt effective practices from experienced countries,» he noted.
«Philosophy of Play»: An educational project with a brand mascot
In parallel with supporting external research, the company is developing its own educational project called «Philosophy of Play». In a series of short videos, the brand mascot explains basic responsible behavior principles to the audience: why set time and spending limits, how to approach gaming mindfully, and why age restrictions matter. According to the developers, the project introduces players to self-control tools that Slot City integrates directly into its product. As Chyklyktchy previously explained, the launch of «Philosophy of Play» is part of the company's consistent work in responsible gaming, rather than a one-off marketing stunt.
Technologies are implemented quickly, culture takes years to build
An important thesis formulated by industry participants is the distinction between two processes: technological self-control tools—limits, timers, age verifications—can be integrated into a product in a relatively short time. However, building a sustainable responsible attitude toward gaming requires systematic and long-term communication with the audience. Therefore, according to Slot City, supporting research and educational projects is just as significant as the technical solutions themselves. «For Slot City, supporting research has become part of long-term work on a culture of responsible gaming, which we are building consistently and openly,» Chyklyktchy emphasizes.
Context: Where the Ukrainian industry stands
According to data cited in the publication, the global gaming industry is increasingly embedding self-control tools directly into products—from automatic limit reminders to mandatory pauses. At this stage, the Ukrainian industry is forming its own approaches based on international experience. Support for the «Responsible Gaming Center» and the launch of «Philosophy of Play» demonstrate that major operators are beginning to view responsible gaming not as a regulatory burden, but as an element of product strategy and long-term user engagement. As the company notes, it is the combination of technological solutions and educational outreach that makes it possible to build a sustainable model rather than limiting compliance to formal requirements.
