The Smolensk Aviation Plant has been connected to the production of universal planning and correction modules (UMPK) for guided bombs. Analysts at the Center for Defense Reforms came to this conclusion after recording large-scale financial transactions by the enterprise.

Financial reporting data and contracts

According to information from the Center for Defense Reforms, the involvement of the Smolensk Aviation Plant is confirmed by payments for console elements, profiles, and inserts marked 'for UMPK'. These purchases were carried out through TRO-Engineering, the centralized procurement operator of the Tactical Missiles Corporation, based on a contract dated May 14, 2025. Specifically, on May 22, the enterprise transferred an advance payment of 138.32 million rubles, which amounts to 70% of the total order value.

Procurement of specialized components

Additionally, the plant arranged contracts for the supply of components through other supply chains, including a contract dated April 29, 2025, for the purchase of DC actuators. Analysts compared these transactions with batches of SR300 servo actuators supplied by Omnitrade, noting a match in volumes and payment schedules. The SR series of actuators is used precisely in guided aerial bombs, whereas such elements have not been recorded in serial cruise missiles or drones.

Funding volumes and production scales

According to estimates by the Center for Defense Reforms, in 2025 alone, the Smolensk Aviation Plant transferred about 3.5 billion rubles, equivalent to approximately 42 million dollars, for the acquisition of actuators and structural elements for UMPK. Previously, the enterprise, which is part of the Tactical Missiles Corporation, specialized in the production of Kh-59 and Kh-101 missiles, and its direct relation to the production of gliding bomb kits was not mentioned in open sources.

Strategic significance of expanding cooperation

The involvement of additional industrial capacities in the production of correction modules indicates a desire to ensure long-term and high-intensity use of gliding bombs. Experts note that the scaling of weapon production is taking place against the backdrop of active development of similar weapons in Ukraine, where its own guided aerial bombs with jet engines and a range of hundreds of kilometers are being developed.
