Ukraine has a system of state social assistance designed to support citizens who are not entitled to a pension or other similar payments. This measure aims to ensure a minimum standard of living for vulnerable categories of the population, especially those who find themselves in a difficult financial situation.

Who is eligible for social assistance?

According to the Pension Fund of Ukraine (PFU), certain categories of citizens are entitled to receive state social assistance. One of the key conditions for most recipients is the absence of a pension or other social payments, as well as the status of a low-income individual.

To confirm this status, the average monthly total income for the previous six months must not exceed the subsistence minimum for persons who have lost their ability to work. However, there are exceptions: persons with Group I disability and children of deceased breadwinners receive assistance regardless of their income level.

Payment amounts: how are they calculated?

The amount of state social assistance depends on the category of the recipient and is determined as a percentage of the subsistence minimum for non-working persons. If the assigned assistance turns out to be less than this minimum, the person is automatically granted a monthly targeted benefit up to the subsistence minimum level.

It is important to note that in the event of a change in disability group or an increase in the subsistence minimum, the Pension Fund recalculates the benefit automatically, without the need for the applicant to reapply.

How to apply for payment?

To receive state social assistance, you must submit an application and provide a package of documents. The standard set includes:

  • passport;
  • taxpayer registration number;
  • work record book;
  • income declaration (in most cases).

For certain categories of applicants, additional documents may be required. The application can be submitted in person or through a representative acting on the basis of a notarized power of attorney.

New opportunities: experimental project

Previously, RBK-Ukraine reported on the launch of an experimental project to provide basic social assistance. It is aimed at supporting low-income families, internally displaced persons (IDPs), and other vulnerable categories of citizens. Now, applications can be submitted online via the "Diia" app, eliminating the need to visit government institutions and submit paper documents.

Bill on basic social assistance

The Verkhovna Rada has already supported in the first reading a bill on the introduction of basic social assistance. The document provides for a new format of state support that will combine several existing social payments into one. The amount of assistance will be determined individually, taking into account the needs of a specific household.

These steps demonstrate the state's desire to create a more flexible and effective social protection system capable of adapting to the changing living conditions of citizens.
