Russian strikes on critical energy infrastructure facilities in the Kyiv region have led to emergency power outages in several districts of Kyiv and the region. This was reported on October 15 by the Ministry of Energy of Ukraine and the national energy company Ukrenergo on their official Telegram channels, which Ukrainian media cited, referencing statements from the agencies. According to the Ministry of Energy, as a result of the attack on the energy facility, some consumers in certain districts of the capital and the region were left without electricity.

Position of the Ministry of Energy: restoration "as soon as security conditions permit"

The Ministry of Energy clarified that repair crews will begin restoring power supply as soon as security conditions allow. "Power engineers are doing everything possible to restore light as quickly as possible," the agency emphasized. They also reminded that operational information about the consequences of the strikes and the state of the power grid is published exclusively on the ministry's official resources, urging citizens to rely on these channels rather than unverified reports on social media.

Ukrenergo: damage assessment and repair work after the air raid alert ends

Ukrenergo added that the assessment of the resulting damage and emergency restoration work will begin immediately after the air raid alert ends, which was still ongoing in the Kyiv region at the time of publication. Power engineers also appealed to consumers to use electricity as sparingly as possible and limit the operation of powerful electrical appliances to reduce the load on the damaged grid during the recovery period.

Context: a series of strikes on the energy sector of Kyiv and the region

The attack on the energy facility in the Kyiv region was part of a series of strikes on energy infrastructure. According to Ukrainian media, on October 14, during a massive nighttime strike, all Kyiv combined heat and power plants (CHPs) were hit, as well as critical facilities in the Kyiv region ensuring the power supply of the capital and central regions. On October 15, facilities in Lutsk were reportedly attacked, after which some residents lost electricity and water. Agencies note that in recent weeks, the intensity of strikes on energy equipment and high-voltage lines transmitting electricity between regions has increased, which temporarily reduces the capabilities of the power system and complicates repair work.

What is known about the scale of outages and schedules

According to information cited by Ukrainian publications referring to regional operators, emergency and hourly outage schedules have been introduced in a number of regions amid the attacks, and in some cases, stabilization schedules cease to operate due to the nature of the damage. Experts, commenting on strikes on power transmission lines over the Dnipro River, point out that stable power supply to the left bank of Kyiv is primarily under threat. The exact volumes of damaged equipment and the timing of full restoration, according to agency statements, will be specified as emergency restoration work is completed.
