The appointment of a new Ukrainian ambassador to the United States opens up not just another diplomatic cycle in Washington, but an opportunity to rebuild the system of contacts with American lawmakers and the country's regions. According to Andrii Dobrianskyi, an expert at the US–Ukraine Relations Center in New York, the main burden on the embassy is shifting from formal protocol functions to active work with more than 400 members of Congress and senators who directly participate in drafting and passing legislation. It is the quality of these horizontal connections, he says, that will determine Kyiv's ability to influence the agenda in Washington.
Working with Congress as a Priority
