Foreign citizens and stateless persons legally residing in Ukraine can now take the theoretical driving test in English. The Minister of Internal Affairs, Ivan Vyhivskyi, officially announced this, emphasizing the importance of integrating European standards and creating comfortable conditions for all categories of driving candidates.

Previously, obtaining a driver's license at Ministry of Internal Affairs service centers presented a language barrier for non-residents, as testing was conducted exclusively in the state language. The new service aims to simplify the procedure for foreigners officially living or working in the country, ensuring equal opportunities for everyone wishing to successfully pass the knowledge verification stage.

Testing Conditions and Registration Procedure

According to the department, the exam format has only changed regarding the linguistic localization of questions, which are fully adapted to current Ukrainian legislation. Candidates can independently choose the testing language — Ukrainian or English. The registration process remains unchanged: online registration via 'E-zapis', a mobile application, or self-service terminals directly in MIA service centers is available.

While official government reports and MIA leadership statements claim the immediate introduction of the English version of tests across all territorial service centers, industry experts and driving school representatives expressed concerns regarding the technical readiness of certain regional units to seamlessly conduct exams in foreign languages. The test traditionally covers key aspects of road safety, including maneuvering rules, signs and markings, basics of first aid for traffic accident victims, and basic technical knowledge of a car's structure.
