The maximum price caps established by the regulator for electricity can restrict Ukraine's ability to import the necessary resource during deficit hours. If the cost of electricity on the European market exceeds the price ceiling established in Ukraine, attracting emergency and commercial volumes from Europe will become economically impossible, experts and market participants warn in October 2026.
Expert Community Opinion and ICC Ukraine Position
Oleksandr Trokhymets, Vice President for Energy at the Ukrainian National Committee of the International Chamber of Commerce (ICC Ukraine), stated that the existing market restrictions do not fulfill their primary task of protecting end consumers from anomalous tariff growth. On the contrary, under conditions of generation deficit, they create insurmountable barriers to importing a more expensive but critically needed European resource.
According to the expert, the physical capability to supply electricity from EU countries exists, but regulatory restrictions make such supplies unprofitable for traders. Trokhymets emphasizes the need to gradually abandon the practice of strict regulation of maximum prices so that the energy system can flexibly respond to peak loads and deficits during the winter period.
Impact of Price Restrictions on Energy Market Stability
Earlier, the National Commission for State Regulation of Energy and Utilities (NEURC) had already revised maximum prices in short-term market segments upward. Industry analysts linked such steps to the need to expand import cross-sections and increase supplies from Europe to compensate for generation losses.
Nevertheless, market experts, in particular Volodymyr Halushchak, have repeatedly noted that any artificial restrictions on price caps carry hidden risks for the stability of the entire energy system. Amid damaged energy infrastructure and a difficult generation situation, maintaining strict price barriers could lead to a critical power shortage during the coldest months.
Prospects for Regulating Ukraine's Energy Market
The issue of balancing the energy system and pricing in the wholesale market remains one of the most debated among specialized agencies and market participants. Future decisions by the regulator will determine whether Ukrainian companies can unhinderedly attract European electricity at critical moments, or if price restrictions will create a resource deficit within the country.
