The Referees Committee of the Ukrainian Association of Football (UAF), together with the Refereeing Support Department, has announced the launch of a large-scale project aimed at transforming communication between the refereeing body and the football community. In an environment where every match incident becomes the subject of heated debate on social media, the UAF has decided to take the initiative by providing fans with access to professional analyses of controversial situations. This is reported by Sport RBC.UA, citing an official release from the refereeing body.
The main goal of the initiative is to make the work of referees as transparent as possible, explain lesser-known aspects of rule interpretation, and reveal nuances of the profession that were previously off-camera. The organizers intend to familiarize the public with the internal ecosystem of Ukrainian refereeing, thereby creating a basis for constructive dialogue instead of emotional speculation.
Expert composition and program format
In the first pilot episode of the new program, the speakers were representatives of the Refereeing Support Department and experienced instructors — Andriy Shandor and Viktor Derdo. According to the organizers' plan, such analytical reviews will be released regularly, alternating with assessments by the UAF's Chief Refereeing Expert, Nicola Rizzoli. The composition of participants is planned to be expanded in the future, which will allow covering a wider range of topics and opinions.
The program format implies a detailed analysis of specific incidents that caused the most resonance among fans and experts. This will not only clarify the situation but also give fans the opportunity to understand the logic behind referees' decision-making in complex situations.
Central episode: Veres vs. Dynamo
The central topic of the first review following the 2nd round of the Ukrainian Premier League (UPL) was a controversial incident in the match between Veres and Kyiv's Dynamo, which took place on August 9, 2026. Fans and experts actively discussed the foul by Dynamo's central defender Kristian Bilovar against the Rovno striker Blair. The UAF's Chief Refereeing Expert, Nicola Rizzoli, analyzed the situation in detail and confirmed the correctness of the main referee, who limited his sanction to a warning.
"Bilovar commits a foul against Veres forward Blair during the development of a promising attack towards the goal. The key moment is determining how to qualify this infringement: as a denial of a promising attack or as denying an opponent an obvious goal-scoring opportunity," Rizzoli explained.
Detailed analysis of the incident
According to the Italian specialist, in this foul, two out of the four criteria for determining a foul were debatable. First, the infringement occurred at a significant distance from the goal. Second, the replay from behind the goal clearly shows that the ball was moving to the left, while the attacker was moving to the right, i.e., away from the ball's trajectory. Furthermore, another Dynamo defender was shifting into that same zone, having every chance to intervene in the incident.
Thus, Bilovar's yellow card was an absolutely correct decision, and the VAR system legitimately limited itself to a "quiet" check. This confirms that the refereeing in this case acted in accordance with the rules and did not make mistakes that could have influenced the outcome of the match.
Contradictory data
Despite the official clarification by the UAF, disagreements regarding the interpretation of the incident persist on social media and among Veres fans. Some fans believe that Bilovar's foul should have been qualified as denying an obvious goal-scoring opportunity, which entails a red card. Others support the referee's decision, citing that the Veres attacker was not in an ideal position to shoot.
