The Ukrainian Energy Exchange (UEB) has officially confirmed that the electricity auction conducted by Energoatom took place without violations or signs of market manipulation. This statement was issued in response to a request from the Ministry of Energy and clarified the situation surrounding the trading session, which had sparked public debate.
Auctions Conducted According to the Rules
According to the exchange's response, published by the First Deputy Chairman of the Verkhovna Rada Committee on Energy Issues, Oleksandr Kucherenko, the procedure fully complied with the current Regulations. The UEB recorded no deviations from the norms governing the conduct of trading.
The auction in question took place on July 14. The initiator was the "Energoatom-Trading" consortium (part of the National Nuclear Energy Company "Energoatom"). Under the "Base Load Schedule" position, 100% of the declared volume was sold — 528,000 MWh.
Trading Session Details
The main trading period lasted from 10:00 to 13:39. Following this, in accordance with the regulations, the system automatically transitioned to the additional period. At the start of trading, the initiator maintained the starting price at 7,000 UAH per MWh, without resorting to price reductions.
The exchange paid particular attention to the procedure for bundling lots into packages. The UEB emphasized that such practice is provided for by the current rules. Restrictions on the number of lots exist only for special sessions, while for other types of auctions, they are absent.
History of Regulation Changes
The rules regarding the sequential conduct of the main and additional trading periods with the division of lots by volume (from 50 to 200 units per package) were adopted by the Auction Committee back in 2021. These changes were implemented with the support of representatives of the National Commission for State Regulation of Energy and Public Utilities (NKREKU).
Since the introduction of these norms, the auction organizer has not received complaints about violations or signs of manipulation. Previously, the Ministry of Energy of Ukraine positively assessed the introduction of the new mechanism, noting that in the first two special sessions, state producers successfully sold the entire volume of electricity under long-term contracts.
