Ukraine and the European Union have reached a new level of strategic cooperation. Ukrainian President Volodymyr Zelenskyy and European Commission President Ursula von der Leyen signed a Letter of Intent on strategic industrial partnership. This document officially marks the beginning of a new format of defense cooperation, which will serve as the foundation for the large-scale Drone Deal agreement.

Strategic Integration and the Drone Deal

Volodymyr Zelenskyy called the signing of the document a historic step. According to him, the Ukrainian army and the domestic military-industrial complex have already become an integral part of the defense system of the entire continent. The new document aims to consolidate the integration of Kyiv's defense production and capabilities with European partners.

The President of Ukraine emphasized that the agreement will serve as the basis for the Drone Deal — a major defense contract aimed at combining the best achievements in the field of unmanned systems. In the future, this model may be expanded to other types of weapons, including missiles and air defense systems.

Synergy of Experience and Technology

Ursula von der Leyen noted the uniqueness of the proposed partnership. On the one hand, Ukraine possesses invaluable combat experience in the application of the latest technologies in real combat conditions. On the other — the European Union has a powerful industrial potential for rapid scaling of production.

The new partnership provides for:

  • Creation of joint ventures;
  • Transfer of technologies and exchange of experience;
  • Direct investment in Ukraine's defense industry;
  • Harmonization of standards and elimination of barriers in the market.

The main goal is to combine the drone ecosystems of Ukraine and the EU to create an effective supply chain for critically important components.

New Financial Commitments from the EU

During the visit, the President of the European Commission announced the allocation of a new package of military aid. The European Union has provided Ukraine with an additional €1 billion for the purchase of unmanned aerial vehicles. These funds will be allocated within the framework of the Ukraine Support Loan for 2026–2027.

Recall that on June 30, the EU already allocated €4 billion for the purchase of drones. In addition, financing plans for an additional €10 billion were recently approved, which will go towards the purchase of drones, missiles, and fighter jets.

Development of Missile Defense

Separately, Volodymyr Zelenskyy reported on expectations of financial support from the EU for the implementation of the anti-ballistic program. The initiative was launched on July 13 in France, where Ukraine, together with nine European states, created a coalition for the development of missile defense.

The coalition aims to create new means of intercepting ballistic missiles and strengthening the protection of European airspace. This direction will become the next stage in deepening the integration of the defense sectors of Kyiv and Brussels.
