In Ukraine, the algorithm for the automatic extension of deferment from mobilization for parents of children with disabilities has changed. The Ministry of Defense of the country clarified that data verification in state registries is now conducted in a new way, requiring citizens to carefully check the information in their profiles.

According to a report by RBC-Ukraine citing the Ministry of Defense, the key factor is now the use of data from the most recently issued birth certificate of the child. The department explains that this adjustment is necessary to improve the accuracy of searches and confirmation of information in state databases.

How the new verification system works

The system now searches for information about the child based on the details of the most recent birth certificate. If the minor has a Taxpayer Identification Number (RNOKPP), verification may be additionally conducted using this identifier through the State Register of Civil Status Acts (GRAGS).

The Ministry of Defense emphasizes that for a successful automatic extension of deferment in the Unified Information System of the Social Sphere (UISSS), the data of the specific certificate reflected in the «Diia» app and recorded in GRAGS must be correctly entered.

What to do if the deferment was not extended

If the automatic extension did not work, the military department recommends not panicking but checking the data sequentially. Often, the reason lies in the desynchronization of information between registries. The step-by-step instruction for citizens is as follows:

  • Check in «Diia»: You must open the app, go to the «Documents» section, and find the birth record of the child. It is important to remember that the system operates with the birth record itself, not just the paper certificate.
  • Verification of details: If the record is displayed, you need to open the full information and find the certificate with the latest issue date. It is these data that must be present in the UISSS.
  • Updating data: If the birth record is missing or the data is incorrect (errors in full name, RNOKPP, or date of birth), you should contact GRAGS. You can also update the information at the nearest branch of the Pension Fund of Ukraine.
  • Medical conclusion: If discrepancies are found, the medical conclusion on disability can be updated through the Centralized Data Bank or at a Pension Fund branch.

Once the information in the registries is updated and brought into compliance, the request for deferment can be submitted again through the «Rezerv+» app.

Digitalization of military registration

The Ministry of Defense notes that at the moment, more than 90% of deferments are extended automatically. If the ground for deferment remains and is confirmed by state registries, citizens are not required to submit paper applications or documents again.

The department points out that the introduction of automatic extension is aimed at simplifying procedures for the population and reducing the load on Centers for Providing Administrative Services (CPAS) and territorial recruitment centers. Currently, the country is actively undergoing a process of digitalizing military registration, allowing deferments to be arranged online for a wide range of categories of citizens.
