The Commission on Technogenic and Environmental Safety and Emergencies held a meeting focusing on community preparedness for cold weather, organizing backup heat supply for the capital, and ensuring drinking water safety. Following the review of key areas, Ukraine's Minister of Restoration, Infrastructure, and Transport Mykola Kalashnyk stated that the overall readiness of housing, communal services, and social infrastructure for the heating season stands at 98.6%. He announced this on his Facebook page, as cited by RBC-Ukraine.
Six Backup Boiler Houses in Kyiv
Special attention was paid at the meeting to the work of municipal and emergency services, as well as building up fuel reserves and equipment for urgent repairs. According to the minister, the construction of six backup boiler houses is underway in Kyiv, managed by the Restoration Agency. In the event of an emergency, a set of measures is provided for their launch: technical inspection of facilities, preparation of grid connections, personnel training, and regulation of operating procedures. "The task is to ensure the ability to supply heat to Kyiv residents in case of damage to primary heat generation sources," Kalashnyk noted.
Drinking Water — A Separate Priority
The commission designated ensuring uninterrupted supply and quality of drinking water as a separate priority. Water utilities are preparing for enhanced water purification in case of infrastructure damage or source contamination, equipped with reagent reserves and backup power. Thus, the water supply system is expected to remain operational even during local grid failures.
Civil Protection and Control over Decisions
In addition, the State Emergency Service reported on the operation of the civil protection system, and the authorities stepped up control over the implementation of previous commission decisions. This aims to ensure that prior winter preparation measures do not remain on paper and are implemented locally before persistent cold weather sets in.
Heating Season Has Already Started in Several Regions
Recall that due to a noticeable cold snap and weather forecasts, the heating season has already begun in several regions of Ukraine, during which utility services are gradually connecting residential buildings, hospitals, and kindergartens to heating systems. Earlier, authorities also stressed the importance of preparing infrastructure for the cold, which is confirmed by current readiness indicators. Concurrently, Ukrainians are being reminded of how cities are preparing for the heating season and what measures are being taken to ensure uninterrupted heat supply.
