According to the Ukrenergo press service published on November 4, emergency electricity shutdowns were lifted during daytime hours in most regions of Ukraine. The company reported that thanks to the round-the-clock work of energy workers overnight, it was possible to partially stabilize the power system following large-scale Russian attacks that continued over the previous day. In a number of regions, including Kyiv, the emergency mode has been lifted, and a return to planned hourly outage schedules is possible.

Kyiv and Kyiv region: blackouts lasted more than a day

Despite the general trend toward stabilization, the electricity supply situation remains most difficult in Kyiv and the Kyiv region. As Ukrenergo reminds, emergency outages in the capital and surrounding area lasted for over a day: they were cancelled for a short period, but subsequently reintroduced. As of the morning of November 4, emergency shutdowns remain in full effect only in the Kharkiv region, while Kyiv and the Kyiv region are under a heavy grid load regime.

Where consumers remain without power

As a result of new shellings and accumulated damage from previous days, consumers in six regions remained without electricity as of the morning of November 4: Vinnytsia, Zhytomyr, Zaporizhzhia, Kirovohrad, Kharkiv, and Kherson. Energy workers are carrying out emergency restoration work in all these regions to the extent permitted by the security situation. Ukrenergo emphasizes that all involved services are working in a coordinated manner to overcome the consequences of the attacks and restore damaged equipment as quickly as possible.

Outage schedules and industrial restrictions

Due to the consequences of strikes on energy infrastructure, hourly outage schedules of up to four queues were forced into effect in some regions on November 4. Power restriction schedules have been introduced for industrial consumers. Ukrenergo notes that these measures are temporary and will be adjusted as damaged equipment is repaired and network parameters normalize.

Priority targets of attacks on energy sector

The company points out that over the previous day and night, the adversary continued its targeted attacks on energy infrastructure. According to Ukrenergo's assessment, energy facilities in the Kyiv and Dnipropetrovsk regions are under special target focus. Russian strikes are concentrated primarily in densely populated regions, which complicates and lengthens the restoration cycle. Power engineers continue working around the clock, with all efforts aimed at the speedy restoration of damaged equipment and improving the power supply situation for the population and enterprises.
