Ukrzaliznytsia has announced the launch of a claim-based refund service for passengers who were unable to use their tickets due to train delays. This is reported by RBC-Ukraine, citing the company's statement on Telegram. The mechanism is intended for cases where the schedule is disrupted for objective reasons — including military operations and air threats — and a passenger physically cannot make it in time for their train.
Who is entitled to a refund and in which cases
According to the outlet, the claim-based refund is available in two main scenarios. The first is a train delay that prevents a passenger from taking their seat. The second is the cancellation or de facto impossibility of travel due to enemy shelling. In both cases, Ukrzaliznytsia promises to guide passengers on how to file a claim and get a refund for an unused ticket without waiting for the standard procedures, which can take weeks.
Context: free waiting rooms and mass delays
The decision to introduce the claim-based refund comes against a backdrop of persistent disruptions across the network. As RBC-Ukraine previously reported, all paid waiting rooms at Ukrainian railway stations were made free until the morning of August 29 — precisely because of shifts in train schedules caused by air threats. On August 27 alone, dozens of Ukrzaliznytsia trains were running late amid military operations, directly affecting thousands of passengers and making connections and boarding according to the original schedule impossible.
Strikes on infrastructure as the cause of disruptions
The root of most delays remains attacks on transport infrastructure. According to reports, on August 23 Russia carried out five strikes on Ukrainian railway facilities, killing one person and injuring four others. Such incidents force the rerouting of traffic, the closure of sections, and the recalculation of schedules, which in turn triggers a chain of delays that cause passengers to formally lose their right to a train, even though the cause is not their own actions.
