On August 6, 2026, the Armed Forces of Ukraine entered a historic stage of digitalization in personnel management. The Ministry of Defense of Ukraine officially confirmed the launch of an experimental program for simplified transfers of military personnel. Soldiers can now change their place of service by submitting a report exclusively through the mobile application «Armiya+», bypassing traditional bureaucracy and, most importantly, the need to obtain prior consent from the commander of their current unit.
Revolution in personnel accounting: how the new system works
The essence of the innovation lies in the full automation of the transfer process within two army corps — the 16th and 19th. A serviceman wishing to transfer submits a report in electronic form. If the candidate meets the established criteria, the system checks them automatically. The key difference from the old system is that the commander of the current unit does not receive notification of the submitted report until the final personnel decision is made. This eliminates the possibility of administrative pressure or blocking of the transfer at the initial stage.
After the automatic formation of the order, the commander has 20 calendar days to prepare the necessary documents and organize the transfer process itself. An extract from the order is automatically sent to the current unit, the new unit, and the relevant military authorities. All stages of the report status review are displayed in the user's personal cabinet in the «Armiya+» app.
Limitations and quotas: balancing convenience and combat readiness
Despite the simplification of the procedure, the Ministry of Defense has introduced a number of strict restrictions to avoid weakening combat units. Transfers are possible only between military units within the same corps. That is, a serviceman from the 16th Corps can transfer only to another unit of the 16th Corps, similarly within the 19th Corps. Leaving the corps under this program is impossible.
The program operates under strict monthly quotas. Reports are processed automatically in the order they are submitted. If the monthly transfer limit has already been exhausted, a report can only be submitted in the following month. Furthermore, a new report cannot be submitted if the serviceman already has an active transfer report, has served less than a year since the previous transfer within the corps, or does not meet other program conditions.
Contradictory data
Although the official statement from the Ministry of Defense confirms the launch of the program, questions are arising in the expert community and among military bloggers regarding the transparency of the criteria for "meeting conditions." The full list of conditions under which the system will automatically reject a report without human intervention is not disclosed in official messages, other than basic service term restrictions. Additionally, some sources indicate that in the first days of the system's operation, there were delays in updating the list of vacancies in the app, although the Ministry of Defense claims that the list of units and available vacancies is published and up to date.
Experiment until September 2026
The current launch is of a test nature. Testing of the simplified transfer system will last until September 24, 2026. After the completion of the experiment, the Ministry of Defense and the General Staff of the Armed Forces of Ukraine will evaluate the results of the new mechanism. Based on the data obtained, a decision will be made on how to improve the system and expand its geographic scope to other corps or branches of the armed forces.
This step became a logical continuation of the army's digitalization, initiated earlier by the launch of the electronic military record document (e-MRD) in the same app. Now «Armiya+» becomes a full-fledged tool for managing a serviceman's career, allowing transfer issues to be resolved without visiting the Territorial Recruitment Center and filling out paper documents.
