On July 25, a high-level strategic meeting took place in Kyiv. Ukrainian President Volodymyr Zelenskyy gathered the generals of the Defense Forces to discuss critical security issues and coordinate actions amidst the ongoing war.
According to a statement by the head of state published on Telegram, the key topic of the meeting was the report by the Commander-in-Chief of the Armed Forces of Ukraine on the current situation at the front. The parties analyzed in detail the directions requiring immediate attention and the tasks necessary to stabilize the situation.
Response to strikes on infrastructure
One of the main outcomes of the session was the approval of a clear algorithm of action in response to Russian attacks on civilian and military infrastructure. The President confirmed that at all levels — from the Armed Forces to intelligence and security services — a specific list of countermeasures has been formed.
Responsible persons have been appointed to implement these plans. Deputy Prime Minister, Minister for Reintegration of Temporarily Occupied Territories, Yevhen Yarmak, was tasked with ensuring the operational satisfaction of requests from corps commanders. Coordination of the work will continue to be overseen by Pavlo Palisa and the team of the President's Office.
Strategy in the Black Sea
Together with the leadership of the Ministry of Defense and the General Staff, the further vector of development of actions by Ukrainian forces in the Black Sea was determined. This decision is aimed at strengthening control over maritime communications and protecting the country's economic interests.
Alongside military issues, the diplomatic component was discussed. Rustem Umerov, Minister for Reintegration, was granted additional powers to work with partners in the Middle East and the Persian Gulf region. The goal of these missions is to form packages of solutions capable of protecting economic processes in Ukraine and ensuring the sustainability of supplies.
Context: Mobilization and new contracts
The meeting took place against the backdrop of intensified mobilization measures. The day before, on July 24, Volodymyr Zelenskyy signed decrees on the extension of martial law and mobilization. According to the documents, these regimes will be in effect until at least October 31, 2026.
Progress was also recorded in the field of military-technical cooperation. On July 23, the President met with a delegation from the American corporation Raytheon, led by Vice President Joseph DeAntona. The parties discussed the prospects for joint production of missiles for Patriot air defense systems on the territory of Ukraine.
