President of Ukraine Volodymyr Zelenskyy held a working meeting with Prime Minister Serhiy Koretskyi and the Minister for Recovery, Infrastructure and Transport, Mykola Kalashnyk. The main topic of discussion was the critical state of resilience plan implementation in the regions and the disruption of logistics chains against the backdrop of constant Russian attacks.
Crisis of resilience plans
According to the head of state, a significant part of the planned resilience measures has still not been implemented in many regions of Ukraine. According to data obtained by RBK-Ukraine, on average across the country, these plans have been implemented by only 40%.
There is a noticeable gap in the pace of work between regions. The leaders in task completion were Dnipropetrovsk, Kyiv, Zhytomyr, Rivne, and Cherkasy regions. At the same time, Lviv and Ivano-Frankivsk regions, as well as the capital — Kyiv, found themselves among the "laggards".
The issue of fulfilling these obligations will be raised at the meeting of the National Security and Defense Council (NSDC) as early as next week. The President emphasized that every region must urgently make up for lost time.
Logistics collapse and the situation in Odesa
Special attention was paid to the work of the railway and logistics problems exacerbated by Russian strikes. The situation in Odesa was described as particularly acute due to constant terror. As a result, the ports of Greater Odesa are blocked, forcing a reorientation of export and import shipments to alternative routes.
Special solutions are being prepared to enhance logistics capabilities, the details of which remain non-public for now.
Instructions on infrastructure protection
Volodymyr Zelenskyy instructed to involve additional forces in protective works in frontline and border communities. Primarily, this concerns the protection of roads and infrastructure facilities.
The President thanked the Prime Minister for his thorough approach to solving these issues but emphasized the need for concrete results. Earlier, at the end of July, Serhiy Koretskyi had already set a deadline for the responsible ministries due to unsatisfactory implementation of resilience plans.
