As of October 1, 2026, 78% of state-network hospitals in Ukraine are capable of fully autonomous operation during power, heat, and water outages — up from 52% at the beginning of the year, the Ministry of Health reports.

The Cabinet of Ministers of Ukraine has approved updated rules for hospital operations during air raids: at the “red” level, staff and patients move to shelters, but surgeries, resuscitation, and emergency care continue uninterrupted.
