As of October 1, 2026, 78% of state-network medical institutions in Ukraine are fully capable of operating autonomously during interruptions in the centralized supply of electricity, heat, and water. This was reported by the Ministry of Health. According to the agency, at the beginning of 2026, only 52% of such facilities had this capability, meaning the share of energy-independent hospitals grew by more than a quarter in just a few months.
Growth in Autonomy Over the Year
The performance dynamics indicate a systematic strengthening of the healthcare system's energy resilience. While at the beginning of the year less than half of state medical institutions could guarantee operation without external supplies, by the beginning of October this figure reached 78%. The Ministry of Health attributes this growth to a targeted program equipping hospitals with their own energy and water sources, as well as the implementation of joint projects with state authorities and international partners.
What Ensures Independence from Grids
To operate without centralized supplies, hospitals are equipped with generators, autonomous boiler rooms, and wells, and some facilities are additionally equipped with solar panels. By the beginning of October 2026, generators were installed in 100% of state-network institutions. Autonomous boiler rooms are present in 94% of institutions, wells in 78%, and solar panels in 42%. It is this combination of solutions that allows hospitals to maintain the operation of critical departments during power, heating, and water supply outages.
Fuel Reserves and Regulatory Framework
In total, medical institutions have accumulated 4.6 thousand tons of fuel required to operate equipment during power supply disruptions. The preparation of medical facilities for the 2026/2027 autumn-winter period was defined by the Ministry of Health order dated September 22, 2026, No. 1394. The document sets requirements for equipment and reserves so that hospitals can function amid interruptions in centralized energy resource supplies.
Role of Partners and Purpose of Measures
The Ministry of Health, together with other state authorities and international partners, continues to supply institutions with additional generators and implements projects to install autonomous boiler rooms, solar power plants, and other energy equipment. The main goal of these measures is not to interrupt medical care during power, heat, and water outages and to ensure the stable operation of hospitals during the 2026/2027 autumn-winter period.
