Latvian Prime Minister Andris Kulbergs, at a meeting of the Coalition of the Willing, called on Europe to use around €200 billion in frozen Russian assets to cover the damage from Russian aggression, rather than the budgetary funds of EU citizens. Belgium allows for their use but requires agreement on a mechanism for distributing legal risks.

The Head of HUR, Oleksandr Ivashchenko, met on August 23 with Latvian Prime Minister Andris Kulbergs and Defense Minister Raimonds Mēlniņš. The parties discussed defense assistance to Ukraine and the deepening of cooperation against the backdrop of common Russian threats.
