At Ukrainian higher education institutions that have not exhausted their licensed enrollment capacity, an additional admission round for bachelor's programs on a contract (paid) basis has begun. This mechanism has been launched for those who, for one reason or another, failed to submit an application during the main period of the 2026 admissions campaign, as well as for individuals seeking a second higher education degree. The registration of electronic applications during the additional round is carried out in accordance with the internal rules of each specific university: institutions are entitled to conduct admissions in one or several sessions, which makes it critically important to monitor information on the official website of the chosen institution.

Who is eligible for the additional admission round

The additional admissions are aimed at two main categories of applicants. The first is those who failed to submit an application before August 1, when the main admissions campaign ended. The second is individuals who already hold a higher education degree and wish to obtain another qualification. It is important to emphasize that the additional round is available exclusively on a contract (paid) basis; state-funded (budget) places are not allocated under this procedure, as their volume was determined and distributed during the main campaign.

Key restriction: the ten-application rule

There is a significant restriction that applicants must be aware of before submitting their documents. If, during the main 2026 admissions campaign, an applicant has used up all ten opportunities to submit applications, they will no longer be able to participate in the additional round. This rule applies without exception and is intended to prevent the repeated use of the admissions campaign's resources. Thus, applicants who actively submitted applications during the main period and used their entire quota are not eligible for the additional round.

Deadlines and the competitive selection process

After the registration of applications within each wave is completed, the university conducts a competitive selection. This stage is allotted 15 calendar days, after which the admission of applicants to study is carried out. Overall, enrollment on a contract basis within the 2026 admissions campaign may continue until October 15. This means that applicants have several months to track the document submission deadlines at a specific university and participate in the corresponding wave of the additional round.

Context: the new academic year and scholarship increases

The additional admission round fits into the broader context of the start of the new academic year, which in 2026 is being begun by more than one million students of higher education institutions. Almost 300 thousand of them are applicants who enrolled in 2026. Every second state-funded student studies in a specialty with special state support. In parallel with the start of the academic year, as of September 1, 2026, scholarships for students of professional, professional higher, and higher education have doubled: the minimum payment at professional education institutions is 2,500 hryvnia, while the presidential scholarship at universities is 10,000 hryvnia. These measures are designed to enhance the attractiveness of education and reduce the financial burden on students.

Applicants who failed to submit an application during the main period are advised to closely monitor information from their chosen university regarding the additional round, document submission deadlines, and the number of available places. Since the registration rules and the number of sessions are determined by each university independently, there is no single calendar for all institutions.
