The winner of the ARMA tender to manage the seized corporate rights of IDS Ukraine, which owns the Morshynska and Myrhorodska brands, may be linked to the business circle of Timur Mindich. This was announced by Anastasia Radina, Head of the Verkhovna Rada Committee on Anti-Corruption Policy, citing an analysis and official registers.

Chain of Connections and Legal Issues

According to the MP, LLC Legal Bureau Prioritas was determined as the winner of the tender in September. The company's chain of connections leads to Yaroslav Pakhalchuk, co-owner of Atlas Weekend and head of 1+1 media. British registry data shows that Pakhalchuk and Timur Mindich were previously among the controllers of the London-based company Global Media Trend Trade Ltd. At the same time, Radina notes that these facts do not serve as direct proof of Mindich's direct control over Prioritas, but they form a document-backed chain of connections.

Contradictory Data

Special attention in the statement is paid to potential discrepancies in the participant's documents. In the materials submitted by Prioritas via the Prozorro system to confirm experience in managing real estate, an acceptance certificate dated December 1, 2024, referred to a power of attorney dated January 1, 2025. Thus, the document referred to a paper that formally did not yet exist at the time the certificate was signed. While ARMA explained this as a possible typo, Anastasia Radina sees signs of potential document forgery. In addition, questions arose regarding the financial stability of a company with a charter capital of 1,000 hryvnias and a profit of about 8,000 hryvnias that is set to manage an asset worth about 5 billion hryvnias.

Conflict of Interest and Company Leadership

Additional questions concern Serhii Herman, who headed Prioritas in October. According to registers, he remains a co-founder of HER company, which owns a stake in the Rosinka corporation, a producer of water and beverages and a direct competitor to Morshynska. The law explicitly prohibits competitors from managing seized assets to prevent access to sensitive commercial information. According to Radina, Herman's appointment could be a way to bypass this legal prohibition, creating a serious conflict of interest.
