Ukraine has launched a mechanism for the automatic extension of deferments from mobilization. This innovation aims to simplify life for citizens who have legal grounds for exemption from conscription and reduce the burden on state institutions. Now, most military personnel will not have to personally submit new applications or stand in queues if their status is confirmed by official data.
How the automatic system works
According to the Ministry of Defense of Ukraine, more than 90% of active deferments can now be extended without the citizen's participation. The system checks data in state registries: if the grounds for deferment persist and the information is up to date, the validity period is extended automatically.
It is important to understand that the 'Reserve+' app serves only as an interface for displaying information in this process. It does not generate a deferment independently but shows data received from centralized databases. Automatic verification covers 22 categories of citizens.
App users will receive a corresponding notification. The new validity period of the deferment will be reflected in the electronic military record document. In some cases, instead of a specific date, the phrase 'until the end of mobilization' may be indicated. This means that the deferment is valid until the expiration of the term determined by the President's decree and will be automatically extended along with it, provided the legal ground does not disappear.
Data requirements and possible failures
For the mechanism to trigger successfully, the completeness and accuracy of information in state registries are critical. If the automatic extension did not occur, it does not mean the loss of the right to deferment. Most often, the problem is solved by updating the data.
The Ministry of Defense has highlighted key parameters that must be entered correctly:
- Family composition data;
- Tax identification numbers;
- Disability information;
- For parents of large families — absence of child support arrears exceeding the amount of payments for three months.
In the event that the system did not extend the deferment due to errors in the database, citizens must contact any convenient Center for Administrative Services (TSNAP) to submit the necessary documents.
Changes in the registration procedure
The department emphasized an important shift in the administrative procedure: applications for the registration or extension of deferments are no longer accepted at territorial recruitment and social support centers (TRC and SP). Now, all processes are centralized through TSNAPs and digital services.
The Ministry of Defense also clarified the difference between automatic extension and the registration of a new deferment. Currently, the 'Reserve+' app offers a service for registering a new deferment for 11 categories of citizens. This is a separate procedure not related to the automatic renewal of existing statuses.
These changes come into effect against the backdrop of a revision of reservation rules that took place in the summer of this year. In particular, requirements for employee salaries were tightened, and the procedure for determining critically important enterprises was reviewed. For those who still plan to serve, there remain two main paths: mobilization, where distribution is based on the needs of the Defense Forces, and contract service, which allows choosing a unit and position with additional social guarantees.
