Ukrainians arriving in the country for the first time to obtain temporary protection status are facing a new, unwritten requirement: the mandatory installation of the 'Reserve+' application. Officials have begun mass refusals to accept documents from those unable to demonstrate their current status in this state app. This affects not only men but also women, creating unprecedented bureaucratic barriers.
Bureaucratic Trap: Why Is the App Required for Women?
The situation is exacerbated by the fact that Belgian registrars often lack deep knowledge of Ukrainian legislation regarding military service. In Ukraine, women (with the exception of medical professionals and pharmacists) are not liable for military service by default and are not required to have the app. However, for European clerks, there is a simplified logic: 'If you are a refugee, prove you are not evading the law.'
As a result, women are forced to install the app directly at the migration center to show the status 'не перебуває на обліку' (not on record).
