Following the completion of military service, veterans have the legal right to utilize a wide range of state guarantees and benefits. This comprehensive support package covers key areas of life: housing and utility payments, medical care, employment assistance, professional retraining, and education. Information regarding available support mechanisms has been officially confirmed by the Ministry of Veterans Affairs of Ukraine.

Housing and Utility Benefits and Social Guarantees

One of the most demanded basic guarantees for combat participants is a 75% discount on housing and utility payments in strict accordance with established standards. This benefit applies to housing maintenance, natural gas supply, electricity, centralized water supply and drainage, as well as solid household waste removal. For residential buildings not equipped with centralized heating, a similar discount is provided for the purchase of solid fuel within established limits. This benefit is calculated based on a norm of 21 square meters of total housing area for each person entitled to the preference, plus an additional 10.5 square meters for the family. To assign the benefit, applicants must contact the Pension Fund of Ukraine personally, via its web portal, or through the Diia state service app.

Professional Adaptation and Employment

Returning to civilian life is accompanied by active state measures aimed at integrating veterans into the labor market. The legislation guarantees demobilized citizens temporary disability benefits amounting to 100% of their average salary, regardless of their total insurance record. Additionally, they retain a preferential right to keep their jobs during staff reductions at enterprises under equal conditions. Throughout 2026-2027, the specialized program “Veteran.Work” also actively operates, focusing on retraining, professional adaptation, and comprehensive support for job seekers.

Educational Programs and Business Grants

State support covers acquiring a new specialty or advanced training, with the maximum compensation amount under professional adaptation programs reaching 15 living wage minimums for able-bodied individuals. In addition to educational initiatives, 2026 features grant programs for veterans and their family members, enabling them to secure up to 1 million hryvnias for starting or developing their own business, depending on the project's scale and jobs created. Furthermore, veterans' children are entitled to targeted support for obtaining education in state and municipal institutions.
