The Ukrainian Hydrometeorological Center (UkrGMTC) has updated its forecast for Wednesday, September 23, 2026: the weather across the country will be shaped by a cyclone moving in from the Black Sea. Overall, the day is expected to be cloudy with periods of clearing, however, in some areas forecasters are warning of hazardous meteorological phenomena — ranging from heavy precipitation to storm-force gusts of wind. Cold air flowing in from northwestern Europe will further cool the atmosphere, so the temperature background will remain within the range typical for late September.

Black Sea cyclone: thunderstorms in the east and southeast

According to UkrGMTC data, the cyclone moving in from the Black Sea will bring the most intense precipitation to the Left Bank of Ukraine. On the night of September 23, heavy rain and thunderstorms are most likely in the east and southeast of the country. In the rest of the territory, rainy weather is also expected in places, but with lower intensity. It is precisely these regions that have fallen within the zone of an elevated meteorological warning, which the agency published on its hazardous phenomena map.

Storm-force winds on the Left Bank

The key risk on Wednesday is the wind. On the Right Bank, a northwestern wind at 5–10 m/s is expected, while on the Left Bank — a southeasterly wind at 7–12 m/s. At the same time, forecasters emphasize that it is on the Left Bank that gusts may locally reach storm-force values of 15–20 m/s. According to the UkrGMTC warning, such conditions can lead to deteriorating road conditions, falling branches and objects, as well as a risk to people in open spaces, so residents of the affected regions are asked to exercise caution.

Temperature background: cold air from Europe

UkrGMTC specialists explain the cooling as the inflow of cold air from northwestern Europe. “Therefore, the temperature background will correspond to the usual values for this period,” the forecasters noted. During the day on Wednesday, thermometers will show an average of about +13…+18°C across Ukraine, while a noticeable cooling is expected at night, which is characteristic of the onset of a stable autumn circulation.

Forecast for September 24–25 and weather in Kyiv

According to the UkrGMTC three-day forecast, on Thursday, September 24, and Friday, September 25, the weather in Ukraine will remain rainy: light and moderate precipitation are possible in most regions. In Kyiv and the Kyiv region, cloudy weather with periods of clearing is expected on September 23, daytime temperatures in the capital will be within the range typical for late September, and over the next few days the nights will remain cool.
