Head of the Office of the President Kyrylo Budanov announced the detention of a woman who was the first to arrive in an ambulance at a house in Petropavlivska Borshchahivka. According to him, the inspection established that the suspect had been conducting preliminary reconnaissance of the facility. He stated this, as reported by RBC-Ukraine citing TSN.
Reconnaissance according to a pre-prepared plan
As Budanov explained, the woman's actions were not improvised, but rather pre-planned. According to his data, the suspect purchased an ambulance, changed into medical staff uniforms, and together with a driver systematically conducted reconnaissance of the facility at least three days prior to the events. Thus, arriving at the scene as the 'first team' stemmed from a pre-designed scheme rather than a real medical call.
What was found in the phone
During a search of the detainee's phone, according to the Head of the Office of the President, photos and correspondence were found. In particular, a connection with Telegram channels that massively spread information about the current situation was recorded. These materials, as follows from the statement, are used to establish the circle of participants and the logic of their actions.
Motives: from personal gain to anti-state purpose
The specific motives for the detainee's actions, according to Budanov, are currently being clarified. He suggested two main versions: personal interest — the pursuit of popularity or financial gain, — or a possible anti-state purpose. Until the verification is completed, neither version has been confirmed as final.
'Not everything should be reduced to provocateurs'
Commenting on the incident in a broader context, Budanov emphasized that the situation cannot be entirely explained by the activity of provocateurs. In his assessment, what happened showed tension in society and the existence of problems that need to be addressed. This statement shifts the discussion of the incident from the plane of a single criminal episode to the plane of public risks.
Condition of those inside the house
Separately, the Head of the Office of the President noted that citizens who genuinely needed medical assistance are currently in the hospital. At the same time, according to him, the majority of people inside the house did not require such assistance. Thus, the actual need for medical care among some of those present was absent, as stated.
