The Government of Ukraine has decided to terminate Lesia Karnauch's performance of the duties of head of the State Tax Administration in her capacity as acting head. According to RBC-Ukraine, this became known from a statement by Ukrainian Prime Minister Serhiy Korytskyy in his Telegram channel. As a result, Karnauch will no longer lead the tax service even in a transitional, "acting" capacity, paving the way for the formation of new leadership of the department.
Essence of the Cabinet's decision
The corresponding resolution was adopted by the government in the form of terminating Karnauch's performance of the duties of head of the STA. The wording of the decision means that her powers as acting head have been terminated, and she retains no managerial functions within the department. The decision was published by Prime Minister Serhiy Korytskyy, confirming the official nature of this personnel step at the level of the Cabinet of Ministers.
Who will be the successor: the appointment mechanism
At the same time as terminating the powers of the current acting head, the Cabinet defined the further procedure for selecting a new head. The Minister of Finance was tasked with submitting, at the next government meeting, candidates for the position of head of the State Tax Administration or for the person who will temporarily perform these duties. The final decision on the new head of the department can be made by the government only after reviewing the candidates proposed by the Ministry of Finance, indicating a two-stage nature of the appointment: first selection, then approval.
Context: a series of personnel reshuffles in the government
The decision on the STA fits into a series of personnel changes that the Cabinet of Ministers carried out in the first half of September. Thus, on September 4 the government dismissed Serhiy Sukhomlyn from the position of head of the Recovery Agency, as well as his First Deputy Mykola Boyko; on the same day, former head of the Zaporizhzhia Regional Military Administration Ivan Fedorov was appointed head of the agency. On September 8, another change took place: Anna Hvozdya was appointed Deputy Minister of Defense, where she will be responsible for the development of the defense-industrial complex and the export of Ukrainian defense solutions. Against this backdrop, the termination of Karnauch's powers looks like a logical continuation of the course on renewing managerial personnel in key state structures.
What is known about the STA's work during Karnauch's leadership
According to business publications, during the period when Karnauch performed the duties of head of the STA, the department actively promoted digitalization: the launch and development of the electronic taxpayer cabinet, mechanisms for blocking tax documents, and changes in the procedure for business inspections were discussed. These initiatives formed the working context in which the service's activities took place until the Cabinet's decision on a change of leadership. The outcome was the termination of the acting head's powers and the transition to the procedure of selecting a permanent or temporary successor through the Ministry of Finance.
