Personnel changes have taken place in the apparatus of the National Security and Defense Council of Ukraine regarding the leadership of the key information security agency. Anait Khoperia has been officially appointed as the acting head of the Center for Countering Disinformation (CCD). In this position, she succeeded Andriy Kovalenko, who headed the structure since the beginning of 2024 and was dismissed from his post in accordance with a presidential decree at the end of September 2026.

Professional Path and Qualifications of the New Head

The newly appointed head of the CCD, Anait Khoperia, possesses a strong academic and professional background. She graduated from the Faculty of Law at Taras Shevchenko National University of Kyiv, earning a Master of Laws degree with honors. In 2023, she successfully defended her PhD dissertation in the field of jurisprudence. Her career spans the areas of international law and public administration, laying a solid foundation for analytical and expert work in state structures.

Khoperia joined the Center for Countering Disinformation team back in June 2021, long before the large-scale challenges of the full-scale war. Having gone from an international cooperation manager to a deputy head, she also headed the Department for Countering Information Threats to National Security, which proves her deep immersion in the agency's operations and strategy.

Andriy Kovalenko's Performance and Personnel Context

Anait Khoperia's predecessor, Andriy Kovalenko, who managed the CCD since January 2024, was dismissed under Presidential Decree No. 971/2026 dated September 28, 2026. Following his resignation, Kovalenko publicly expressed gratitude to Head of State Volodymyr Zelenskyy for accepting his resignation letter and emphasized that he intends to continue working and remain involved in the processes of ensuring national security and countering Russian aggression.

Prospects and Tasks of the Center for Countering Disinformation

In the status of acting head, Anait Khoperia will continue the agency's systematic work to neutralize information threats, counter hostile propaganda, and strengthen the resilience of Ukrainian society. Given her years of experience within the structure and specialized competencies, experts expect the continuity of the CCD's course while strengthening the analytical component and expanding international cooperation in the field of information security.
