Significant personnel changes are brewing within the Ukrainian government. Against the backdrop of President Volodymyr Zelenskyy's announcement regarding the renewal of the Cabinet of Ministers, it has been revealed that Mykhailo Fedorov will leave his position as head of the Ministry of Defense. This decision is directly linked to the resignation of the current Prime Minister, Yulia Sviridenko.

The end of the digital minister's era in defense

Mykhailo Fedorov is a figure whose impact is difficult to overestimate in the context of Ukraine's modern reforms. He became one of the key architects of the country's digital transformation and the author of the famous "Diia" application. For more than six years, he held the post of Vice Prime Minister and Minister of Digital Transformation before heading the Ministry of Defense in January 2026.

In seven months as Defense Minister, Fedorov managed to implement a number of ambitious projects. Under his leadership, a reform of the Armed Forces of Ukraine was launched, including the introduction of new contracts, salary increases for military personnel, and the launch of a program to recruit foreign volunteers. Additionally, a reform of the mobilization system and territorial recruitment and enlistment centers (TRC) is currently under active development.

From IT startup to ministerial chair

Fedorov's path to the highest levels of power was rapid. Born on January 21, 1991, in Vasylivka, Zaporizhzhia region, he began his entrepreneurial activities while studying at Zaporizhzhia National University. Although his early attempts to create a network of educational centers were not successful, in 2015 he founded the successful digital agency SMMSTUDIO.

The political ascent began in 2019, when the 28-year-old Fedorov headed the digital direction of Volodymyr Zelenskyy's and the "Servant of the People" party's election campaign. In July of the same year, he was elected to the Verkhovna Rada, taking a place in the top ten of the party list. However, he did not actually engage in parliamentary activities: on the very first day of the new parliament's work, he was appointed Vice Prime Minister and head of the Ministry of Digital Transformation.

Reasons for government reboot

According to sources from RBK-Ukraine, Yulia Sviridenko has already submitted her resignation from the post of Prime Minister, although the question of her appointment as ambassador to the USA remains open — as of Tuesday morning, she had not yet agreed to this position. The new head of government is expected to be Serhiy Kortsytskyi, the current head of "Naftogaz".

Experts link the need for such a large-scale reboot of the Cabinet of Ministers to preparations for the upcoming winter, which experts predict will be one of the most difficult in recent times.
