Ukrainian consulates abroad have received clear instructions: providing services to men of conscription age without military registration documents is now prohibited. This decision is enshrined in the Resolution of the Cabinet of Ministers of Ukraine No. 981, adopted on July 29.
New procedure for checking documents
According to the document, which includes a special procedure, consular officials are required to verify the validity of military registration documents. Now, Ukrainian citizens of male gender between the ages of 18 and 60 will not be able to receive consular services if they do not provide their document.
Legislation provides for two formats of submission: an electronic version or a printed document. An exception has been made for those registered with the Security Service of Ukraine (SBU) or intelligence agencies — they must present the document exclusively in paper form.
Verification mechanism and consequences
In consular institutions, verification is carried out directly when a citizen applies. The Resolution clearly defines the grounds for refusal to perform consular acts. If a conscript cannot confirm their status or provide a document, the consul is obliged to refuse service.
This step becomes part of the overall system of control over the mobilization resource. It was previously reported that various categories of military personnel have the right to defer mobilization in 2026, however, obtaining such benefits requires the presence of valid documents.
Situation within the country
Alongside the tightening of control abroad, the rules are also changing within the country. For example, schools have been given the right to check for the presence of an electronic military registration document (e-MRD) for student conscripts. At the same time, it is legally prohibited to demand a paper version of the document from students.
