August 13, 2026, marked a landmark day for Ukraine's administrative system: the Ministry of Defense and the Ministry of Digital Transformation officially launched a full online mode for military record-keeping for employers. Legal entities can now access up-to-date data from the "Obereg" Registry, update employee information, and complete final verification without leaving their offices. All stages of the process have been digitized on the Diia portal.
How the new system works for businesses
According to government statements, access to the service is open to legal entities and their separate subdivisions. Access to the Diia portal now requires the use of an electronic key with an EDPRPOU code. This solution aims to eliminate paperwork and the need for personal visits to Territorial Recruitment and Mobilization Centers (TRMC). If information is provided online, there is no need to duplicate it on paper, which significantly relieves the administrative apparatus.
Deadlines for updating data in the registry
The Ministry of Defense clarified the technical details of the process. Information regarding the hiring or dismissal of employees is updated in the Unified State Registry of Conscripts, Military Personnel, and Reservists within 72 hours after verification. This allows the state to promptly track personnel movements and update data on mobilization resources. Deputy Minister of Digital Transformation Valeriya Koval, in her video address, emphasized that the system operates in real-time, ensuring transparency for both parties.

The launch of the service comes against the backdrop of tightened control over military records. It was previously reported that Ukrainian consulates abroad would no longer be able to provide services to men of conscription age without military record documents. Furthermore, the Cabinet of Ministers approved a new procedure for maintaining the Unified State Registry of Conscripts, Military Personnel, and Reservists "Obereg". The law defines the list of grounds and the procedure for granting deferment from mobilization in 2026 for various categories of military personnel.
