Ukrainian combat veterans and persons with disabilities as a result of the war have the legal right to full compensation for the cost of mandatory civil liability insurance for land vehicle owners. The mechanism for implementing this state support has become maximally digitalized and accessible thanks to integration with the state portal and the Diia mobile application.
Eligibility Conditions and Technical Requirements for the Vehicle
In order to successfully apply for and receive compensation, the vehicle must meet clear technical and operational criteria established by specialized agencies. In particular, the engine displacement of a passenger car must not exceed 2500 cubic centimeters, and for electric vehicle owners, the maximum electric motor power is set up to 100 kilowatts. In addition, a critically important condition is the non-commercial use of the car: the vehicle is strictly prohibited from being used for regular passenger transportation or commercial cargo for profit.
Registration Procedure and Restrictions of the Concessional Period
The procedure for obtaining compensation involves sequentially passing several mandatory stages. First, the insurance company is obliged to provide a 50% preferential discount on the registration of the policy, and the state reimburses the remaining half of the cost to the applicant through Diia. It is important to note that the insurance contract must be concluded exclusively with a company that is officially a member of the Motor (Transport) Insurance Bureau of Ukraine (MTIBU), and the veteran benefit must be recorded in the document itself. Compensation is paid only under one contract during one calendar year, provided that the policy remains valid at the time of submitting the official application.
What to Do in Case of Errors in State Registers
In practice, citizens sometimes encounter technical difficulties caused by discrepancies or missing data in state electronic registers. If the system does not find the information, veterans are advised to check the relevance of their tax ID, the vehicle's VIN code, and the validity of the insurance policy. If errors are found in the MTIBU databases, one should immediately contact the insurance company, and in case of problems with the vehicle characteristics, contact the nearest service center of the Ministry of Internal Affairs.
