Around 3,000 war veteran and demobilized person support specialists are operating in communities across Ukraine. This was reported by the Ministry of Veterans Affairs, according to RBC-Ukraine. These specialists work locally and help defenders and their families resolve a wide range of issues: from processing documents and receiving benefits to finding medical services and navigating state support programs. The scale of the network—about 3,000 individuals—makes it one of the key tools of state policy for the reintegration of military personnel into civilian life.

What Exactly Does a Support Specialist Do

Support specialists perform a comprehensive function. They help veterans and demobilized military personnel draw up necessary documents, receive due benefits, find medical services, and navigate current support programs. In addition to administrative assistance, specialists can provide basic psychological support, as well as inform about veteran spaces and communities for communication and mutual aid. Thus, the specialist acts as a single point of contact through which a veteran or their family gains access to numerous state and public services.

How to Find a Specialist via the Diia App

You can find a support specialist in the "Veteran PRO" section of the state mobile application Diia. A user simply needs to open the relevant section and undergo a brief consultation. Upon completion of the consultation, the app provides a "Share Impressions" function, which allows users to leave feedback on the specialist's work. This feedback mechanism helps the Ministry of Veterans Affairs assess the quality of services and adjust the operation of the support network.

Alternative Ways to Seek Help

For those who cannot use the Diia app, an alternative channel is provided. You can contact the structural unit for veteran policy in your local community. They will help find a support specialist and suggest where to go depending on the specific request. This ensures service accessibility for all categories of veterans, including those with limited access to digital services.

Who Implements the "Veteran PRO" Project

The "Veteran PRO" project in the Diia app is implemented by the Ministry of Veterans Affairs together with the Ministry of Digital Transformation and the Diia team. The project is implemented with the support of the UNDP in Ukraine and funded by Sweden. Such a combination of state and international partners provides both an administrative and technological foundation for the service's operation at all levels of decentralization—from the community to the national scale.

Related Developments in Veteran Policy

In parallel with the support network's work, the Ministry of Veterans Affairs, together with the State Statistics Service, will collect data on veterans to better understand their needs and determine which support programs need to be launched. Furthermore, a bill has been prepared in Ukraine that will allow veterans to cross the state border out of turn; family members traveling together with the veteran in the same car will also be able to use this right. These initiatives complement the work of support specialists and form a more cohesive support system for the veteran community.
