During the state of martial law in Ukraine, simplified rules apply to drivers with certain categories of expired documents. The Main Service Center of the Ministry of Internal Affairs of Ukraine has clarified in which cases it is permissible to drive with an expired driver's license, and when it is not. This was reported by RBC-Ukraine with reference to a statement by the press service of the Main Service Center (GSC) of the Interior Ministry.

What is allowed during martial law

The GSC of the Interior Ministry reminded that citizens often ask whether it is possible to drive a vehicle if the driver's license has expired. The answer lies in the Cabinet of Ministers' Resolution No. 184 of March 3, 2022: during martial law, there is a simplification that allows the use of a driver's license issued for the first time for two years, even if its validity period has expired. This specific rule removes some of the restrictions for drivers whose "two-year" licenses have expired.

Who the simplification does not apply to

The ministry emphasized: this rule applies exclusively to driver's licenses issued for the first time for two years. For other categories of expired licenses, such simplification does not apply. Therefore, the GSC strongly advises not to delay the exchange of an invalid license to avoid problems during document checks or in case of road traffic accidents.

How to exchange a license and how much it costs

As of the beginning of November 2026, a driver's license in Ukraine is issued for a period of 30 years. The estimated cost of the service is 650 UAH, excluding bank commission. The exchange can be arranged in several ways, including through Interior Ministry service centers, after pre-registering for the appointment. It is important to note: if an individual has committed three or more traffic violations during the use of their two-year license, the exchange will be processed only after passing theoretical and practical exams at an Interior Ministry service center.

Practical recommendations for drivers

Before visiting an Interior Ministry service center, it is necessary to register for the service — this simplifies and speeds up the procedure. Experts remind that license data must be correctly displayed in the "Diia" system and online registries; in case of discrepancies, it is easier to update them without visiting the office in person. In general, the position of the Ministry is clear: the temporary simplification is not a reason to delay the exchange, but rather a transitional mechanism for the period of martial law.
