In the Dnipropetrovsk region, more than 100,000 subscribers remain without electricity due to Russian attacks on energy infrastructure. This was reported on October 31 by RBC-Ukraine, citing the Telegram channel of the Dnipropetrovsk Regional State Administration (RSA). According to the authorities, the most difficult situation regarding electricity supply persists in three districts of the region — Dniprovsky, Kamiansky, and Pavlohradsky, where entire settlements are left without power. Power engineers, according to the RSA, are working around the clock to restore the power supply to residents' homes as quickly as possible.
Scale of Outages and Grid Status
As noted by the regional administration, the region's energy system is under heavy load and operating unstably due to accumulated damage. For this reason, citizens are urged to consume electricity sparingly and refrain from turning on several powerful household appliances simultaneously. In Dnipro and the Dniprovsky district, emergency power outages have been in effect since October 30, which canceled standard outage schedules — meaning electricity may be absent regardless of previously approved timetables.
«Invincibility Points» Switched to 24/7 Mode
In the blacked-out communities of the region, «invincibility points» have been switched to a 24/7 operation mode. In these facilities, residents can charge mobile devices, use the internet, and warm up. In total, nearly 1,500 such points operate across the Dnipropetrovsk region, with more than 60 equipped with overnight sleeping places. The nearest point can be found on the official RSA website or via the «Diia» app.
Chronology of Energy Infrastructure Strikes
On the night of October 31, Russian forces repeatedly attacked energy facilities in the Dnipropetrovsk region, resulting, according to the RSA, in severe damage to equipment and leaving a significant portion of residents without electricity. This is not the first such strike in recent days: on the evening of October 29, a strike was launched against Dnipro, causing a blackout in the city. The very next day, on October 30, emergency outages were introduced in Dnipro and the Dniprovsky district due to grid damage. Thus, over three days, the region's energy system suffered at least three major strikes, leading to a cumulative effect and widespread outages.
Recommendations for Residents
The regional authorities recommend that residents of blacked-out territories use the «invincibility points» for device charging and internet access. Those who still have access to electricity are advised to avoid running multiple high-power appliances simultaneously — electric kettles, heaters, washing machines — to reduce the load on the already exhausted grid. Information on the operation of the points and up-to-date outage schedules is published on the RSA website and in the «Diia» app.
