In the night of October 23, 2026, the Volyn region experienced a massive attack by jet-powered drones carried out by Russia. As a result of strikes on energy infrastructure facilities in the Lutsk and Kovel districts, approximately 105,000 subscribers were left without electricity, while partial restrictions on water supply were introduced in the regional center.

Massive Drone Raid on the Region

According to Roman Romanyuk, Head of the Volyn Regional State Administration, more than 10 Shahed-type jet drones were directed at the region's territory overnight. The primary strikes targeted energy infrastructure facilities. Due to network damage, nearly 105,000 consumers in the region lost power.

The regional administration reported that emergency repair crews are operating in an enhanced mode to eliminate the consequences of the raid and restore electricity to residents' homes. In addition to energy facilities, falling debris or the blast wave damaged a residential building in the Lutsk district, and one person sustained injuries.

National Context of Nighttime Shelling

The nighttime attack on Volyn occurred against the backdrop of a large-scale drone raid across Ukraine. According to official data from the Air Force of the Armed Forces of Ukraine, Russian forces deployed 176 strike drones launched from seven different directions on the night of October 23. Air defense forces managed to shoot down or suppress 140 devices using electronic warfare, though hits were recorded at 19 locations nationwide.

Experts and national leadership have repeatedly pointed out the vulnerability of the energy system amid a shortage of air defense assets. Earlier, Ukrainian President Volodymyr Zelenskyy stated that reduced supplies of interceptor missiles for Patriot systems from the United States give Russia an opportunity to intensify ballistic and drone attacks on critical infrastructure.

Recovery Efforts and Next Steps

The tense situation in the region requires prompt intervention by repair services and support from local authorities. Utility services in Lutsk and the Volyn region have engaged backup capacities to minimize the impact of water and electricity outages. The threat of repeated strikes persists, prompting relevant agencies to urge citizens to observe safety measures during air raid alerts.
