The power supply situation in Lutsk remains critical following a nighttime drone attack on energy infrastructure. According to Andriy Razumovsky, Secretary of the Lutsk City Council, writing on his Facebook page, the city is experiencing "a difficult second day" without stable electricity. The official urged residents to be prepared for the possibility that power could be out for at least 24 hours, while expressing hope for an earlier restoration of electricity supplies.

Electricity: Complete Restoration Not Yet Achieved

According to Razumovsky, as of his statement, stable power supply is absent in Lutsk. The city was completely blacked out after Russian drones struck energy facilities in several Ukrainian regions on the night of October 16. The consequences were most palpable in Lutsk, where electricity is not being supplied to residential buildings or most commercial and public structures. The City Council Secretary emphasized that if power is restored ahead of the projected schedule, it will be a positive scenario, but citizens should plan for a more pessimistic outcome.

Water Supply: Pressure Reduced, Upper Floors at Risk

Lutsk's sewage and wastewater systems are functioning, and water is being supplied to all facilities. However, due to the lack of electricity, pumping stations are operating with restrictions, leading to a drop in water supply network pressure. As a result, residents of multi-story buildings living above the second or third floor may find themselves without water. Razumovsky recommended that residents contact neighbors or homeowner association (HOA) heads to draw water from taps on lower floors. Earlier, it is worth noting, the situation in Kovel was even more severe: due to the de-energization of the pumping station, the city was left without water.

Critical Infrastructure Running on Generators

Schools, hospitals, boiler houses, the water utility, and other municipal services in Lutsk continue to function thanks to backup generators. This helps maintain basic living conditions for the population: heating in social facilities, medical care, and wastewater management. Nevertheless, if the power supply situation does not improve in the near future, city authorities plan to activate "invincibility points"—specially equipped spaces where residents can warm up, charge devices, and get drinking water.

Transport and the Broader Context of Attacks

Lutsk's electric transport—trolleybuses—is currently not operating. The resumption of their movement will be possible exclusively after power supply to the city grid is restored. On the night of October 16, drone strikes on energy facilities were recorded in several regions of Ukraine, leading to emergency power outages in a number of oblasts. In Volyn, besides Lutsk and Kovel, local authorities in Manevychi warned of a potential accident at one of the settlement's enterprises carrying the risk of an ammonia leak into the atmosphere.

Lutsk city authorities continue to monitor the situation and promise to keep residents promptly informed about the progress of restoration work. At present, the priority remains ensuring the uninterrupted operation of life-support facilities and minimizing consequences for the population until the energy supply is fully restored.
