Starting September 1, 2027, the updated "Defense of Ukraine" course is set to reach students in all schools across Ukraine. This large-scale reform shifts the discipline into a practice-oriented training format, responding to modern security challenges and the state's technological development. High school students will not only acquire basic knowledge but also study specialized areas in depth, including UAV piloting, engineering, and cybersecurity.

Infrastructure and Reform Funding

To implement these large-scale changes, special learning spaces are actively being established nationwide. To date, 1,027 "Defense of Ukraine" hubs are operating in Ukraine, serving students from multiple educational institutions. According to the Ministry of Education and Science of Ukraine, these equipped hubs already cover about 80% of high school students. Throughout the reform, 2.1 billion hryvnias have been allocated for the creation and equipment of these centers, with over 100 million hryvnias invested in the professional development and retraining of teachers.

Practical Training and Hub Competitions

The educational process is built on real skills necessary in extreme conditions. During classes, students practice tactical medicine, shooting from various positions, and piloting FPV drones. An important milestone in the project's development was the 2nd All-Ukrainian Forum "Defense of Ukraine - 2026," held in Zakarpattia in late September 2026. During the event, teams competed in educational and practical quests involving tactical medicine, shooting, Tiny Whoop class mini-drone piloting, and overcoming obstacle courses against the clock.

Contradictory Data

Despite the general alignment of ministry plans to implement the reform by September 2027, discussions continue in expert circles and the media regarding the pace of equipping the remaining 20% of educational institutions that have not yet joined the network of hub centers. Some industry experts point to logistical difficulties in remote rural areas, while Ministry of Education representatives insist on strict adherence to the schedule for supplying simulators, drones, and educational materials.

Partnership and Methodological Support

Leading specialized organizations and security agencies are involved in the methodological support and practical training of students. These include the National Center "Little Academy of Sciences of Ukraine," National Guard units "Azov," the 12th Special Purpose Brigade, SkyFall Academy, as well as "IBIS" and L7 Simulators. Additionally, a manual with scenarios for 140 comprehensive lessons featuring interactive exercises and practical cases has been prepared for teachers.
