On the morning of November 2, 2026, a regime of emergency power outages came into effect in Kyiv and a number of Ukrainian regions. This was reported by RBC-Ukraine citing the operator DTEK and Ukrenergo. According to the publication, the restrictions were introduced by order of Ukrenergo, and standard hourly outage schedules do not apply during emergency blackout periods.
What happened in the capital and Kyiv region
DTEK's statement, cited by RBC-Ukraine, explicitly states: "Kyiv and Kyiv region: emergency outages have been introduced by order of Ukrenergo. As a reminder, schedules do not apply during emergency outages." Thus, electricity in the capital and the surrounding region is being cut off outside of previously announced timetables, distinguishing this mode from the hourly schedules familiar to consumers.
The cause: consequences of attacks on energy facilities
Ukrenergo explained the introduction of restrictions by the state of the power system. As the agency added, "due to the difficult situation in the power system caused by the consequences of Russian shelling, emergency power outages have been introduced in certain regions of Ukraine." In other words, the emergency measures are linked to damage to energy infrastructure resulting from attacks, which put the system under heavy load and required emergency consumption restrictions.
Situation in the regions: over 60,000 consumers left without power
In addition to Kyiv and the Kyiv region, emergency outages are also recorded in other regions of Ukraine, the list of which RBC-Ukraine provides based on reports from local oblenergos. The publication draws special attention to the Dnipropetrovsk region, where, according to RBC-Ukraine, more than 60,000 consumers were left without electricity. The cause there was named as a drone attack on energy facilities.
Outage schedules and the regime for November 2
In regions where emergency outages have not been introduced, the application of hourly outage schedules is possible. According to information provided by RBC-Ukraine, such restriction measures will operate throughout the day on November 2 in some oblasts. Consumers in emergency outage zones are advised to keep in mind that pre-announced schedules do not apply during this period, and the restoration of power supply depends on the stabilization of the situation in the power system.
