Amid unprecedented pressure on the Ukrainian economy caused by Russia's actions in the Black Sea, the Cabinet of Ministers of Ukraine has decided on large-scale financial support for the agricultural sector. Prime Minister Serhiy Kretsky officially announced the launch of an emergency package of measures aimed at saving the industry from collapse. The central element of this strategy is the modification of the state preferential lending program '5-7-9%'.

Emergency Support Mechanism: 80 Billion UAH for Farmers

According to the head of the government, the introduced changes will allow Ukrainian farmers to attract preferential loans to replenish working capital. The key innovation is that the state takes on the compensation of the difference in interest rates, making financing accessible even in conditions of high inflation and risks. The total volume of credit opportunities under the updated program will reach 80 billion hryvnias. These funds are critical for purchasing seeds, fertilizers, and fuel necessary for field work.

"Today, the Government has decided to allocate funds from the emergency support package for Ukrainian farmers due to Russian terror in the Black Sea and the blocking of export routes," emphasized Serhiy Kretsky. The goal of the initiative is to maintain production volumes and ensure stable exports of Ukrainian products, which remain one of the main sources of foreign currency inflows into the country's budget.

International Cooperation and Prospects

Parallel to internal measures, the Ukrainian government is actively cooperating with the European Commission. The goal of these negotiations is to attract additional financial support and expand the scope of the preferential lending program. Serhiy Kretsky promised that additional practical decisions to support farmers will be made in the near future, aimed at mitigating the consequences of the logistics crisis.

Contradictory Data: Aid vs. Tariffs

Despite the announced support, tension remains in the agricultural sector due to other government decisions. In particular, the decision to increase freight tariffs of "Ukrzaliznytsia" was made at a critical moment and creates additional financial pressure on farmers. Industry associations warn that rising tariffs could negate the effect of preferential loans, deepen the damage to farmers, reduce export volumes, and lead to losses in the state budget. While one hand of the government extends 80 billion UAH in loans, the other, according to experts, is taking funds away through logistics costs.

Context: 'Russian Terror' and Logistical Deadlock

The decision on support is made against the backdrop of systematic attacks on port infrastructure and the blocking of sea routes. The agricultural sector is already facing large-scale logistical obstacles that make it impossible to transport products via traditional routes. Previously, the Cabinet of Ministers adopted the first decision from the emergency support package, however, the current situation requires further steps. Without these measures, there is a real threat of production stoppage and crop loss, which in wartime conditions would be a catastrophe for the food security of Ukraine and the world.
