Primary Targets and the Surge in Phishing
The official document emphasizes that the most frequent objects of digital aggression remain public sector entities. Specifically, government agencies and critical services accounted for 27 percent of all recorded cyber activity, compared to 17 percent in the previous year of 2025. In addition to direct infrastructure attacks, analysts record a multiple-fold increase in phishing campaigns—their share jumped from 7 percent in 2025 to a staggering 23 percent in the first half of the current year, 2026.
The Role of Artificial Intelligence and Vulnerabilities
Microsoft experts specifically highlight the massive impact of artificial intelligence on the modern threat landscape. Neural networks and machine learning algorithms dramatically shorten the time required for response and the exploitation of security flaws. Threat actors are now able to leverage vulnerabilities in less than 24 hours after their official disclosure. According to industry forecasts, the total number of publicly disclosed software vulnerabilities (CVE) by the end of 2026 will set a historical record, reaching 72,000 cases.

On one hand, the time between initial unauthorized access by attackers and the moment of their detection in several sectors increased in 2026, allowing hackers to stay hidden longer. On the other hand, specialized organizations demonstrate an increased speed of rapid response immediately after incident verification, indicating qualitative improvements in threat localization procedures once they are identified.
Systemic Challenges and Expert Assessments
In the foreword to the report, Microsoft's information security leadership indicates that today's key challenge is not a shortage of information, but the colossal complexity of digital ecosystems. Deputy Chief Information Security Officer Terrell Cox and Deputy General Counsel Mike Ye state that the compromise of even a single weak link in the supply chain or cloud platforms leads to catastrophic consequences. Under these conditions, digital resilience and the ability to continuously adapt to permanent cyber pressure become a strategic priority for Ukraine and its partners.
