Ahead of the new 2026/2027 heating season in Ukraine, the process of assigning state support for citizens using solid stove fuel has intensified. The rules for providing assistance for firewood and coal this year have a number of important features that Ukrainians must consider when submitting documents to the Pension Fund of Ukraine.
Main Criteria and Categories of Recipients
Citizens with a corresponding privileged status who live in residential premises with stove heating have the right to receive benefits for the purchase of solid fuel. At the same time, a key condition is the absence of central heating, as well as the impossibility of using natural gas or electricity for individual heating.
Income Accounting and Financial Standards
The categories eligible for state assistance include war veterans, combat participants, persons with disabilities resulting from the war, as well as family members of fallen defenders of Ukraine. For some beneficiaries, the provision of funds depends on the family's income level: in 2026, the threshold indicator for granting assistance taking into account income is 4,660 hryvnias per person per month. War veterans are an exception and receive benefits regardless of income.
Calculation and Processing Procedure
To calculate the amount of payment for 2026, a consumption norm is established — one ton of solid fuel per household per year. The marginal cost of one ton in calculations is fixed at 4,602.57 hryvnias. The final amount depends on the discount: for example, combat participants are entitled to a 75% discount, and persons with disabilities resulting from the war to a 100% discount.
Important Nuances and the Need for Annual Application
Applying for the solid fuel benefit requires an annual appeal to the bodies of the Pension Fund of Ukraine with a corresponding application and a certificate of stove heating availability. In addition, when assigning payments, information on receiving similar international assistance is taken into account.
