The Main Service Center of the Ministry of Internal Affairs of Ukraine has clarified the list of services provided on a free-of-charge basis. Amid a challenging economic situation and the consequences of armed aggression by the Russian Federation, the state continues to support car owners by exempting them from fees for certain administrative procedures. Such services include the write-off of unusable vehicles, the assignment or cancellation of proper users, and the restoration of documents for victims of Russian aggression.

Procedure for free vehicle write-off and proper user assignment

One of the key free services is the write-off of a vehicle. This procedure involves the official deregistration of a car due to severe damage or complete destruction, making its further operation impossible. It can be processed at any convenient service center regardless of the owner's place of residence. It is important to note that after write-off, it is impossible to restore state registration and drive such a car on public roads again. In addition, the procedure for appointing or canceling a proper user — a person who legally uses someone else's car and receives fines from traffic cameras — is completely free of charge.

Restoration of driver licenses and registration certificates for victims of aggression

A separate point of state support is the free restoration of driver licenses and vehicle registration certificates for citizens who lost their documents as a result of Russian aggression. To obtain a duplicate free of charge, it is necessary to provide an official document from the pre-trial investigation body confirming the status of the victim within a criminal proceeding. This can be done either in person at a service center or remotely via the electronic driver's cabinet. It should be noted that the restoration of the registration certificate itself is free, but you will have to pay separately for the production of a new physical license plate.

While Ukrainian MIA service centers introduce clear regulations for free document restoration exclusively for individuals affected by military actions, some experts and legal platforms note the complexity of bureaucratic procedures for obtaining certificates from pre-trial investigation bodies. The issue of the promptness of issuing such supporting documents in areas of active combat remains controversial, as citizens often face delays in law enforcement operations. At the same time, the agency reminds that any other cases of document loss not related to Russian aggression are processed on a general basis with the payment of all established state fees.
