The Cabinet of Ministers of Ukraine has decided to significantly expand the current state program for compensating war-related damage to domestic businesses. Now, the geography of the program covers Kyiv and the Kyiv region, and the list of protected property has been replenished with critical categories: fuel, fuel tankers, heavy trucks, and modern agricultural machinery. This step is designed to support the transport and agricultural sectors operating under conditions of ongoing security risks.

New Property Categories and Coverage Geography

Previously, the Export Credit Agency (ECA) program focused primarily on protecting energy infrastructure and stationary production assets. According to the updated rules, movable and leased property falls under insurance protection. Fuel is insured for excise warehouse managers, such as filling station complexes and oil depots, and fuel tankers for mobile warehouses. Agricultural machinery and trucks with trailers over 7.5 tons can be claimed regardless of their place of state registration, which is critical for seasonal field work and logistics.

Participation Terms and Simplification of Procedures

Participation in the program remains voluntary and paid: enterprises make a one-time contribution of 0.5% of the amount of probable damage, but not more than 150,000 UAH. At the same time, the registration procedure has been significantly simplified — the requirement for mandatory property registration in the state register has been cancelled. An important innovation is that a company is considered a program participant from the moment of submitting documents, and if an insured event occurs while the application is under review, the losses are also subject to compensation.

Contradictory Data

Despite the large-scale expansion of the program, the expert community and business representatives point to certain financial limitations of the current model. While the limit for insurance premium compensation was increased from 3 to 5 million UAH per year for a single enterprise, the general payout ceiling remains at the previous level of 30 million UAH. The Ministry of Economy notes that a cardinal increase in limits will occur within the framework of a new loss compensation model, the launch of which is scheduled for January 2027, when the state will begin covering the first major loss of up to 10 million dollars per group of companies. At the same time, total economic recovery needs, according to RDNA5 estimates, are estimated at a colossal amount of about 588 billion dollars.

Expert Assessments and Prospects

Analysts note that expanding the program is a timely step to stabilize the economy of frontline and border regions. Kyiv, as well as the Kyiv, Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, and Chernihiv regions, are now officially included in the program component's areas of operation. Entrepreneurs receive an additional tool to protect investments, but experts emphasize the need for further integration of international financing mechanisms and the involvement of frozen Russian assets to cover large-scale destruction.
