The Main Directorate of Intelligence of the Ministry of Defense of Ukraine has released detailed data on 23 Russian enterprises involved in the large-scale production of 95Ya6 guided missiles for Russian Pantsir anti-aircraft missile and gun systems. This information sheds light on supply chains and the structure of the military-industrial complex of the Russian Federation involved in supporting the war against Ukraine.

Key Enterprises and Developers

According to the presented data from Ukrainian intelligence, a central role in the development and production of these munitions is played by the KBP Instrument Design Bureau named after Academician Shipunov. This enterprise acts as the main developer and direct manufacturer of 95Ya6 type missiles. It is worth noting that this design bureau is also involved in the production of weapons for Orion reconnaissance and strike unmanned complexes, Krasnopol guided artillery shells, and aviation guns for combat fighters.

Gaps in Sanctions Policy

Of particular note to analysts is the fact that approximately one-third of the 23 disclosed enterprises are still not under international sanctions by countries of the Western coalition. This points to certain loopholes in sanctions regimes and the need to further increase pressure on Russian supply chains for high-tech equipment and dual-use components.

The Role of Pantsir Systems and Their Evolution

The family of Russian self-propelled Pantsir anti-aircraft missile and gun systems is actively used for the air defense of strategic facilities, military bases, and industrial zones. Since 2023, the Russian military has begun installing modifications of Pantsir systems directly on the roofs of administrative and military buildings in Moscow. This year, a new modification of the complex—Pantsir-SMD-E—was spotted in the capital of the Russian Federation, which uses TKB-1055 Gvozd small missiles instead of standard automatic guns to repel mass strikes.

Contradictory Data

While Ukrainian intelligence focuses on the vulnerability and scale of involvement of the Russian defense industry, official Russian sources traditionally emphasize the high reliability and autonomy of Pantsir systems, calling them a symbol of the combat readiness of the domestic military-industrial complex. At the same time, it is worth recalling that earlier the Defense Forces of Ukraine had already struck a number of Russian enterprises involved in missile production, including the Iskra plant in Ulyanovsk, the Efremov Synthetic Rubber Plant, and Voronezhsintezkavuk, which calls into question the absolute invulnerability of the supply chain.
