On Friday, November 6, the High Anti-Corruption Court (HACC) chose a preventive measure for another figure in the high-profile 'Karthago' case. This was reported to journalists by Specialized Anti-Corruption Prosecutor Mykola Karas, RBC-Ukraine reports. Thus, the criminal proceedings involving a network of high-ranking officials and law enforcement officers continue to gain momentum: within a short time, the court has reviewed petitions regarding several key participants in the case.

Who is Oleksandr 'Consultant' Demyanchuk

The figure for whom a preventive measure was chosen on November 6 is Oleksandr Demyanchuk, known in the case by the nickname 'Consultant'. According to the investigation, he holds the position of Deputy Head of the Department of the Criminal Investigation Directorate of the Main Directorate of the National Police in Kyiv Region. This very status—working in a law enforcement agency that, according to the investigation, was supposed to 'cover up' the activities of fraudulent call centers—makes him one of the central figures in the structure of the criminal organization under investigation.

Pre-trial Detention Without Bail Alternative

The HACC chose pre-trial detention without the alternative of bail as a preventive measure for Demyanchuk. This is the strictest option, which the court applies when it believes the suspect may flee, influence witnesses, or continue illegal activities. Unlike a number of other figures in the 'Karthago' case for whom the court left the possibility of release on bail, Demyanchuk must remain in the detention center for the entire duration of the investigation until another procedural decision is made.

Context: How Other Case Participants Are Being Judged

The decision on Demyanchuk fits into a series of procedural steps in the 'Karthago' case. Earlier, the HACC began considering a petition to choose a preventive measure for Serhii Duka, the former First Deputy Head of the Department for the Protection of National Statehood of the SBU, who is also a figure in these proceedings. At the same time, bail has already been posted for Volodymyr Tsenov, First Deputy Head of the Department for Strategic Investigations of the National Police, who figures in the same case: according to the court, he was assigned pre-trial detention for 60 days with an alternative of 15 million hryvnias in bail. Separately, the HACC chose a preventive measure for Vitalii Rybalko, known in the case by the nickname 'Boxer'.

What Is Known About the 'Karthago' Case Overall

The 'Karthago' case is being investigated as part of exposing a criminal organization that, according to the investigation, engaged in 'protecting' a network of fraudulent call centers with the participation of current and former members of parliament, high-ranking officials of the Office of the President, and law enforcement agencies. During the investigation, NABU and SAP reported the legalization of significant amounts for posting bail for the suspects. The choice of a preventive measure for Demyanchuk on November 6 confirms that procedural work on the case is ongoing and the court is consistently determining the status of each suspect, including representatives of the National Police and the SBU.
