The 2026–2027 heating season has begun in Ukraine, raising the issue of utility bill payments for millions of households. According to the Zakarpattia Regional State Administration, cited by RBC-Ukraine, as well as clarifications from the Ministry of Social Policy, the Pension Fund of Ukraine (PFU) will automatically recalculate housing subsidies for the majority of citizens who have already been receiving assistance. This means that a repeated application to the fund is not required unless there have been changes in the household composition or the family's financial situation.

Who Will Receive an Automatic Subsidy Recalculation

Automatic recalculation applies to those Ukrainians who have already been granted a housing subsidy and previously received assistance during the non-heating period. As the Ministry of Social Policy explained, if the circumstances affecting the right to a subsidy or its amount have not changed, the Pension Fund will recalculate the payment without additional actions from the citizen. This approach avoids queues and bureaucratic procedures for the bulk of recipients.

Who Needs to Submit a New Application and Declaration

It is necessary to personally submit an application and an income declaration in three cases. First, for those applying for a subsidy for the first time. Second, for those who were previously denied assistance for the non-heating period. Third, for households where circumstances have changed that could affect the right to receive payments or their amount — for example, a change in family composition or financial standing.

How and Where to Submit Documents

An application and declaration can be submitted in a convenient way: personally at the Pension Fund, by mail, online via the PFU web portal or mobile application, as well as at Administrative Services Centers (ASC) and through authorized representatives of territorial communities. It is important to consider the deadlines: if documents are submitted within two months after the start of the heating season, the subsidy will be granted from October, provided that the right to it arose from the beginning of the season.

Accrual Timelines and Calculation for October

The heating season subsidy is calculated for the period from October 16 to April 15 inclusive. For October, the benefit will be accrued for 16 days — from the 16th to the 31st — regardless of the actual heat supply launch date in a specific building. This means that even if heat appeared in the apartment later, the calculation of assistance for October will remain full within the established period.

What Services the Subsidy Covers

The payment takes into account expenses for thermal energy, natural gas, and electricity used for centralized, autonomous, and individual heating. Thus, the subsidy covers the main types of heating used in Ukrainian homes. Amid the start of the season in a number of cities, including Kyiv, where heat supply began on October 16 and where certain districts receive heat with delays due to damaged energy facilities, the issue of applying for and recalculating subsidies remains one of the most pressing for households.
